This policy explains how the National Transformation Agenda portal — Senegal Vision 2050 collects, uses, and protects the personal data of citizens who visit the site and participate in national consultations.

01 · Introduction

The portal "National Transformation Agenda — Senegal 2050" (hereinafter referred to as "the Portal") is published by the Operational Office for Monitoring the Senegal 2050 Plan (BOCS), on behalf of the State of Senegal. It presents the Five-Year Plan 2025-2029, the Masterplan 2025-2034, projects, reforms, and news related to national transformation, and allows citizens to participate in public consultations.

Senegal places particular importance on respecting privacy. This policy is established in accordance with Law No. 2008-12 of January 25, 2008 on the protection of personal data, its implementing decree No. 2008-721, and the texts from the Data Protection Commission (CDP) of Senegal.

By using the Portal, you agree to the practices described in this document. If you do not agree with these practices, we encourage you not to submit personal data through the site.

02 · Data We Collect

Depending on your use of the Portal, the following categories of data may be collected:

Data You Provide to Us

  • Newsletter : email address upon your registration for our news.
  • Civic participation: first name, last name, email, region of residence, and content of your contributions when you participate in a consultation or national debate via the 'Participate' section.
  • Contact: information provided via our forms or our contact address (name, email, subject of the request).

Data collected automatically

  • IP address, browser type and version, operating system;
  • Pages viewed, duration of visit, source of origin (audience statistics);
  • Connection data for security and technical logging purposes.

03 · Purposes of processing

Your data are processed for the following purposes, and only these:

  • Ensure the operation, security, and continuous improvement of the Portal;
  • Disseminate news, reforms, and advancements of the Senegal Plan 2050 projects to registered individuals;
  • Collect, analyze, and report on citizen contributions as part of national consultations;
  • Respond to requests made via our contact forms;
  • Establish anonymized visitor statistics for the evaluation of public policies.

04 · Legal basis for processing

In accordance with Senegalese law on the protection of personal data, each processing is based on one of the following bases:

  • The consent of the data subject (subscription to the newsletter, voluntary participation in consultations);
  • The execution of a mission of public interest, in the context of the BOCS mandate related to monitoring and implementing the Senegal Plan 2050;
  • The legitimate interest of the administration to secure the Portal and measure its audience.

05 · Data sharing

The BOCS does not sell or rent your personal data to third parties. However, your data may be shared, in a strictly regulated manner, with:

  • The ministries, agencies, and public structures involved in implementing the Senegal 2050 Plan, within the limits of their respective authorities;
  • Our technical service providers (hosting, newsletter distribution, audience measurement), contractually bound to confidentiality and data security;
  • The competent authorities, if required by law or in the context of a regular judicial procedure.

Contributions published as part of citizen consultations may be reported in an aggregated or anonymized manner in public synthesis reports, without mentioning identities, unless expressly agreed otherwise.

06 · Retention period

Your data is stored only for as long as necessary for the purposes described above:

  • Newsletter subscriptions: until you unsubscribe;
  • Citizen contributions: during the duration of the relevant consultation, then archived for institutional memory purposes of the Senegal 2050 Plan;
  • Contact requests: 24 months from the last exchange;
  • Connection data and technical logs: 12 months maximum.

07 · Data security

The BOCS implements appropriate technical and organizational measures to protect your data against unauthorized access, loss, alteration, or disclosure: encryption of exchanges (HTTPS), restricted access control to data, secure hosting, and training of the teams in charge of the Portal.

Despite these precautions, no information system is completely free of risks. In the event of a security incident affecting your data, the competent authorities, including the CDP, will be informed in accordance with current regulations.

08 · Cookies and trackers

The Portal uses cookies to ensure its proper functioning and to measure its audience:

  • Strictly necessary cookies: essential for navigation, cannot be disabled;
  • Audience measurement cookies: help understand the use of the site in an aggregated manner;
  • Preference cookies: remember your language choice.

You can at any time set your browser to refuse cookies, without preventing access to the public content of the Portal.

09 · Your rights

In accordance with Law No. 2008-12 on the protection of personal data, you have the following rights regarding your data:

File a complaint with the personal data protection commission (CDP) of Senegal.

10 · Protection of minors

The Portal is intended for the general public and is not specifically aimed at minors. We do not knowingly collect data from individuals under the age of 16 without the consent of a parent or guardian. If you believe that a minor has provided us with data without such consent, please contact us so that we can proceed to remove it.

11 · Policy Changes

This privacy policy may be updated to reflect the evolution of the Portal, projects of the Senegal Plan 2050, or applicable regulations. Any substantial changes will be reported on this page, with the date of the last update indicated at the top of this document.
